By GulfInside | Saudi Arabia / International | October 20, 2026. Turkey has submitted the Mecca Joint Defence Agreement with Saudi Arabia and Pakistan to its parliament for ratification, according to three parliamentary sources cited by Reuters on October 20. The move brings Ankara closer to formally approving a trilateral mutual-defence framework signed in August, but submission is not the same as completed parliamentary ratification.

The pact, signed by Saudi Arabia, Pakistan and Turkey in August 2026, sets out a mutual-defence principle under which an armed attack on one member is treated as an attack on all. Reuters reports that a statement issued at the signing did not specify every country’s operational commitment. The agreement also aims to improve military cooperation and coordination among the three states.

What happened on October 20?

Three parliamentary sources told Reuters that the Turkish government submitted the agreement for ratification. According to the report, parliament’s foreign affairs commission is expected to consider it before any final legislative approval. The timing of votes and the agreement’s eventual legal effect remain subject to the Turkish parliamentary process.

Why is Saudi Arabia interested in the pact?

Saudi Arabia faces an escalating threat from missile and drone attacks attributed to Yemen’s Houthis. A trilateral framework could facilitate intelligence sharing, defence equipment support and military coordination. These potential effects should not be confused with a guarantee of particular troop deployments or immediate military action.

What does Pakistan contribute?

Pakistan has longstanding military cooperation with Saudi Arabia. Reuters has reported on a wider Pakistani security role in the Gulf, although some deployment details remain undisclosed. Any claim about the number, location or operational mission of Pakistani troops must be based on separate confirmed disclosures rather than inferred from the pact’s general language.

What is Turkey’s role?

Turkey has a large military and a developed defence industry. Reuters reported that Ankara has expressed willingness to help Saudi Arabia meet military technology needs and to support regional security efforts. Turkey’s participation is also subject to domestic constitutional and parliamentary procedures.

Does the agreement work like NATO Article 5?

The collective-defence principle has been compared to NATO’s Article 5, but the Mecca agreement is a separate arrangement with its own legal text, ratification process and operational conditions. It should not be described as NATO membership or an automatic deployment order.

What happens next?

  1. Turkey’s parliament refers the agreement for committee consideration.
  2. Legislators review and debate its provisions.
  3. The required parliamentary approval process must be completed before Turkey’s formal ratification.
  4. Any implementation steps should be assessed against subsequent official announcements.

Frequently asked questions

Have Saudi Arabia, Pakistan and Turkey signed a defence pact?

Yes. Reuters reports that they signed the Mecca Joint Defence Agreement in August 2026.

Has Turkey ratified the pact?

As of the October 20 Reuters report, the agreement had been submitted to parliament for ratification, not finally approved.

Does the pact mean all three countries are at war?

No. A mutual-defence agreement does not itself establish that all parties have entered a war.

What does the featured image show?

It is a 2026 map identifying Saudi Arabia, Pakistan and Turkey, not a photograph of the signing or parliamentary session.
