ABU DHABI, October 20, 2026: The UAE Ministry of Finance has announced changes to the country’s electronic invoicing regulations, saying the revisions are intended to make compliance clearer and reduce the burden on businesses.
The ministry said Ministerial Decision No. 197 of 2026 amends provisions of Ministerial Decision No. 243 of 2025 governing the Electronic Invoicing System. The announcement was published on October 19.
What businesses should know
The move forms part of the UAE’s continuing work on its electronic invoicing framework. For companies preparing their accounting and billing systems, the practical priority is to review the amended decision and determine whether existing implementation plans need to change.
The ministry described the revisions as targeted amendments designed to clarify requirements. Businesses should consult the full legal text rather than assume that every deadline or obligation has changed.
Why the announcement matters
Electronic invoicing can change how companies issue, process and retain transaction records. Clearer rules can help finance teams, software providers and advisers plan system changes with fewer uncertainties.
Further guidance and the authoritative decision text should be checked through the Ministry of Finance before businesses make compliance decisions.
