Dubai’s Journey Toward Inclusive Transport: From Policy to Passenger

When policy meets empathy, movement becomes freedom.

Winter has arrived, the weather is pleasant, but early morning traffic still isn’t any different. At 8:00 a.m., when the roads are full and everyone is in the hustle to reach their destinations as soon as possible, Amal wheels herself into a sleek white van outside her Dubai apartment. The driver greets her by name, adjusts the ramp angle, and checks the secure harness before heading to her university. For her, this short ride represents something far greater than convenience; it’s independence in motion. When all of us are hustling through daily life, why should Amal stay behind? Another question is how this inclusive approach became possible in the UAE.

The Right to Move Freely

Article 13 of the Universal Declaration of Human Rights (UDHR) guarantees the right to freedom of movement.
The article states:

  1. “Everyone has the right to freedom of movement and residence within the borders of each State.” This means individuals can travel and choose where to live within their own country.
  2. “Everyone has the right to leave any country, including his own, and to return to his country.” This ensures the freedom to travel internationally and the right to come back to one’s home country.

This right is considered fundamental, though it can have lawful restrictions in specific circumstances such as for public health, national security, or law and order. These restrictions must be prescribed by law and serve an overriding public interest. Other than this, the deprivation of fundamental rights should not occur to anyone in this world.

If you pick up an example of anyone in this entire world, they will agree that depriving someone of their fundamental rights is a crime, whereas ignoring People of Determination wouldn’t be equally fair. That is why, in this article, I want to educate readers on how Dubai’s journey toward inclusive transport from policy to passenger is evolving.

From Green Goals to Human Goals

We all know about the UAE’s Sustainability Goals, which began with the Green Agenda 2015–2030. This agenda provides an overarching framework for a green economy, with objectives for a sustainable environment, clean energy, and the efficient use of resources by 2030. This vision later evolved toward 2050, and major real estate developers as well as big names in the hospitality industry are following it too.

Now we have something new from policymakers and legislators in the UAE i.e ”UAE Vision 2031 and the Dubai Disability Strategy 2020–2025” both phenomenal initiatives.

Eunoia Mobility: Turning Policy Into Practice

One organization helping turn policy into practice is Eunoia Mobility, a Dubai-based accessible transport provider licensed by the RTA. Eunoia’s fleet is GPS-tracked, fitted with AI-powered safety cameras, and co-designed with healthcare professionals. But beyond the technology lies a deeper promise: to treat every journey as personal. Drivers receive empathy training, families can track routes in real time, and caregivers coordinate pickups seamlessly ensuring mobility feels safe, respectful, and empowering. Accessible movement impacts education, tourism, and healthcare showing inclusion as a vital part of community well-being.

Eunoia Mobility operates under the regulations of the Roads & Transport Authority (RTA) as licensed and governed service provider. The organization caters to healthcare providers, educational institutions, and community organizations to ensure inclusive and dignified mobility for People of Determination. Other affiliations include participation in advocacy and inclusion initiatives such as the Access Abilities Expo and the Hidden Disabilities Sunflower Program. These initiatives reflect Eunoia Mobility’s commitment to regulatory compliance, innovation, accessibility, and community well-being.

Accessibility at Eunoia Mobility begins even before passengers book a ride the company’s website features a built-in accessibility toolbar, ensuring that digital inclusion mirrors the physical one.

Accessibility is not limited to visible disabilities or permanent conditions. It touches those recovering from surgery, parents pushing strollers, seniors with reduced mobility, and individuals with sensory or cognitive challenges. Whether visible or hidden, temporary or lifelong, accessibility gives each person the same gift freedom, dignity, and independence. Inclusive mobility isn’t just about ramps and regulations it’s about reimagining movement as a shared human right. When transportation becomes accessible, it doesn’t just change how we travel; it changes how we live.

Dubai has made great progress in making transport accessible for People of Determination, but there’s still work to do. However, every new improvement every wheelchair-accessible van, every inclusive route, every driver trained in empathy brings the city closer to a future where everyone can move freely and equally.

Dubai Airports Redefines Inclusive Travel with a Renewed 10-Year Vision

Dubai Airports has announced the next chapter of its accessibility journey: a bold 10-year commitment to make Dubai International (DXB) and Dubai World Central (DWC) the world’s most inclusive airports by 2035. The renewed strategy goes beyond infrastructure and sustainability; it’s about empathy, awareness, and reimagining the airport experience for every traveller. From sensory-friendly spaces to sign language-trained staff, Dubai Airports aims to make every journey seamless for People of Determination.

“Our commitment to accessibility isn’t just a promise it’s a pillar of who we are,” said Majed Al Joker, Chief Operating Officer at Dubai Airports. “By working hand in hand with the People of Determination community, we’re setting a new benchmark for inclusive travel.”

Launched alongside this vision is the “DXB for All” campaign co-created with People of Determination and oneDXB partners. Through six real-life stories, the campaign reminds us that every journey is unique and that inclusion begins with understanding. Partnering with entities such as Emirates, flydubai, dnata, Dubai Police, and Dubai Customs, Dubai Airports is turning accessibility into a shared mission.

Building on its “We All Meet the World Differently” initiative from 2022, the new phase shifts focus from physical access to emotional awareness proving that the most powerful infrastructure is human compassion. By 2035, Dubai Airports isn’t just aiming for global recognition it’s aiming to redefine how the world travels, together.

Street To Skies

Dubai’s journey toward inclusive mobility from streets to skies is shaping a new global narrative. With each accessible van, each airport ramp, and each empathetic interaction, the city isn’t just meeting standards; it’s setting them. By 2035, Dubai won’t just be known for its skyline it will be known for its open roads, open airports, and open hearts.
