For non-UAE nationals traveling from certain countries, approval must first be obtained from the Federal Authority for Identity and Citizenship (ICA), and, if they reside in Dubai, the General Directorate of Residency and Foreign Affairs. (GDRFA). Is also important.

As per the new guidelines of COVID-19 Command and Control Center (CCC) Dubai, all of the passengers who are travelling from the following countries will not be accepted to travel in Dubai until further notification.

  • Botswana
  • Eswatini
  • Lesotho
  • Mozambique
  • Namibia
  • South Africa
  • Zimbabwe

Who Needs ICA Approval?

First of all and important thing, if you have a Dubai resident visa and are traveling from Pakistan, Bangladesh, India, Sri Lanka, Sudan or South Africa, you will need to apply for GDRFA with ICA approval to return to Dubai. Approval is required. Will be needed. However, this does not apply to residents who have another type of visa:

  • Visit visa or on arrival visa
  • Short stay or long stay visa
  • Holder of 10 year UAE Golden Visa
  • Investor or partner visa holders
  • Newly issued resident or employment visa

Note that the above does not apply to UAE resident visa holders traveling from Ethiopia. Above mentioned countries residents are requires to register through the ICA Smart Travel Service and they need to obtain a QR code through ICA Smart Services prior the flight, whether they are traveling to Dubai or any another emirate.

If You Are A Fully Vaccinated Person inside the UAE:

  • Register anytime before the flight.
  • You don’t need to upload the certificate of your vaccination.

If You Got Your Full Vaccination Outside The UAE:

  • Register five days before your flight.
  • If you will fail to register on time, your Covid vaccination status cannot be recognized in UAE – this means you will unable to receive a green pass in UAE Al Hosn app, and you will need to be quarantined.
  • When you register, you will receive a QR code via email.

If You Are Not Vaccinated:

  • Register anytime before the flight.
  • When you register, you will receive a QR code via email.

      2. Fill out the application form.
        Enter your details such as Emirates ID number.

Entry Requirements For Dubai

Testing Requirements

Travelers to high-risk countries

Passengers traveling with Bangladesh, India, Pakistan, Sri Lanka, South Africa, Sudan, Ethiopia must submit:

  • For tests conducted within 48 hours, a valid negative COVID-19 PCR test certificate with QR code should be calculated from the time of submission of sample before departure from the certified testing lab.
  • A valid report of Rapid PCR test with QR code for test performed at departure airport within six hours of departure.

Travelers From United Kingdom 

All passengers traveling from the UK to Dubai must have a negative COVID-19 PCR test certificate for the test performed more than 72 hours prior to departure and the certificate must have a reverse transcription polymerase chain reaction (RT ‑ PCR) test. NHS Covid-19 test Certificates are not accepted for passengers who are travelling from the UK.

Travelers From Germany, France, Spain, Switzerland

All passengers who are arriving in Dubai from any of these countries Germany, France, Spain or Switzerland will be allowed for travel if they meet the following conditions:

  • Submit a negative COVID-19 RT-PCR test certificate for a test performed 72 hours prior to departure. or
  • All travelers need to provide a valid certificate of Covid-19 vaccination in Germany, France, Switzerland, Spain, or in the UAE.

All traveler who are currently travelling from European countries they must have a valid vaccine certificate which shows that the person has completed WHO approved vaccine’s all required doses and the vaccine is also approved by UAE, Germany, France, Spain, Switzerland.

Travelers From Any Other Country.

All passengers who are traveling to Dubai from any country (GCC Countries) must provide a negative RT-PCR COVID-19 test certificate for testing not more than 72 hours prior to departure.

Test Certificate Requirements For ICA Approval UAE

The certificate must have a reverse transcription polymerase chain reaction (RT ‑ PCR) test. Any other kind of test certificates including antibody test, NHS COVID test , rapid PCR test and a test which is performed in home with home testing kits are not accepted in the Dubai. All travelers must carry an official print or a valid digital copy of the covid certificate which must be in English or Arabic and show it at check-in counter – Certificates which is in SMS form will not be accepted. PCR certificates in other languages are acceptable if they can be verified at the primary station.

The COVID-19 RT-PCR test certification should be issued by the authorized facility in the country of departure of the passenger. certifications that have formerly been presented for trip to another destination can not be used for re-entry indeed if they’re still within the validity period.

For trippers from the following countries, the COVID-19 PCR report must include the QR law attached to the original report for verification purposes. Afghanistan, Angola, Argentina, Azerbaijan, Bangladesh, Bosnia and Herzegovina, Brazil, Cambodia, Chile, Democratic Republic of Congo, Djibouti, Egypt, Eritrea, Ethiopia, Georgia, Ghana, Guinea, India, Iran, Iraq, Ivory Coast, Jordan, Kenya, Kyrgyzstan, Lebanon, Liberia, Morocco, Myanmar, Namibia, Nepal, Nigeria, Pakistan, Philippines, Romania, Rwanda, Russia, Senegal, Sierra Leone, Slovakia, Somaliland, Somalia, South Africa, South Sudan, Sri Lanka, Sudan Syria, Tajikistan, Tanzania, Tunisia, Turkey, Turkmenistan, Uganda, Ukraine, Uzbekistan, Vietnam, Zambia, Zimbabwe.

Exemptions From COVID-19 PCR Test 

  • UAE citizens are exempted from enduring COVID-19 PCR test before departure to Dubai. They should be tested upon arrival in Dubai, anyhow of whether they’ve the original negative COVID-19 RT-PCR certification.

New Entry Requirements For Abu Dhabi

Testing

If you’re traveling to Abu Dhabi you need to follow below steps.

  • Take a PCR test 48 hours before your flight.
  • Download the ALHOSN UAE app on your mobile phone before traveling to Abu Dhabi.
  • Test on arrival at Abu Dhabi Airport-After collecting of your luggage.

The new rules apply to all of the passengers, except the children under 12.

Quarantine Requirements

Guidelines for vaccinated travellers

  • Still, you don’t need to isolation yourself, If you’re from a green country. Still, you’ll need to have an RT-PCR test on appearance and 6 days after arrival.
  • You don’t need to quarantine yourself if you’re coming from another country. You’ll need to do RT-PCR test on arrival, Day 4 and Day 8.

To be completely vaccinated, you must have received two boluses of the same vaccine at least 14 days before departure. Vaccine information should be provided on the Al Hassan app.

Guidelines For Non-Vaccinated Passengers Coming To UAE

  • Still, you don’t need to quarantine yourself, If you’re from a green country. Still, you’ll need to have an RT-PCR test upon arrival, 6 and 9 days after appearance.
  • If you’re coming from another country you have to quarantine yourself for 10 days. In addition, you’ll need to have an RT-PCR test on appearance and on the 9th day of appearance.

Still, you’ll be placed in a government facility quarantine, If you come from a country that the UAE authorities consider more at danger.
